§ 1-9-1. EFFECTIVE DATE OF REPEAL.

All ordinances of the city, except those specially exempted in this article, now in force and effect are hereby repealed effective October 2009, but all rights, duties, and obligations created by the ordinances shall continue and exist in all respects as if this code had not been adopted and enacted.
